LUIS S. FRATICELLI
SPECIAL AGENT IN CHARGE
Mr.
Luis S. Fraticelli was born in 1961 in Fort Leonard Wood, Missouri.
Son of Puerto Rican parents, Mr. Fraticelli lived in several military
installations during his childhood. In 1971 Mr. Fraticelli, his
parents and a younger brother relocated to Puerto Rico.
Mr. Fraticelli received his high
school diploma from the Gabriela Mistral Public School in Puerto
Nuevo. He earned a Bachelor's Degree in Business Administration
from the University of Puerto Rico, Río Piedras Campus in
1984. Mr. Fraticelli entered on duty with the FBI as a support
employee in 1984. In 1986, he entered on duty as a Special Agent
and following the training period, was assigned to the El Paso
Division, where he predominately worked investigations relating
to Counterintelligence, White Collar Crime, Violent Crime and Drug
Trafficking.
In 1988 Mr. Fraticelli returned
to Puerto Rico where he remained until 1995. During this period,
he had investigative responsibilities in the areas of White Collar
Crime, Corruption, Drug Trafficking and Special Operations. In
1995, Mr. Fraticelli was promoted to Supervisory Special Agent,
Criminal Investigative Division FBI Headquarters, Washington, D.C.
In 1997, Mr. Fraticelli was assigned
to Phoenix, Arizona, where he supervised a drug trafficking "task
force." In 2000, he was promoted to Assistant Special Agent
in Charge (ASAC) in Dallas, Texas. In Dallas, Mr. Fraticelli was
in charge of 160 special agents and police officers assigned to
Counterterrorism, Counterintelligence, Organized Crime, Drug Trafficking,
Violent Crime investigations, as well as National Infrastructure
Protection/Computer Intrusion Programs and the North Texas Regional
Computer Forensics Laboratory.
In 2002 Mr. Fraticelli returned
to FBI Headquarters in Washington, D.C., as a Section Chief in
the Criminal Investigative Division. Over the past 18 months, Mr.
Fraticelli served in various interim management positions. In October
and November 2002 he served as the Acting Special Agent in Charge
in Puerto Rico. In addition, he also had interim positions in FBI
Headquarters such as Counterterrorism and Inspection Divisions,
as well as in the newly created Office of Intelligence. Afterwards,
Mr. Fraticelli became Chief of the Criminal Intelligence Section
in Washington, D.C.
On April 12, 2004, the Director
of the FBI, Robert S. Mueller, III., named Mr. Luis S. Fraticelli,
who has approximately 20 years of service with the FBI, as Special
Agent in Charge for Puerto Rico and the United States Virgin Islands.
