FBI and DOJ/OIG Arrest Upon Indictment a U.S. Bureau of Prisons Corrections Officer Luis S. Fraticelli, Special Agent in Charge, San Juan Division of the Federal Bureau of Investigation (FBI), Teresa Gulotta-Powers, Special Agent in Charge, Miami Field Office, Department of Justice (DOJ)-Office of Inspector General (OIG), and Pedro Toledo-Davila, Superintendent of the Police of Puerto Rico (POPR), today announce the arrest of Luis R. Rodriguez-Comanche, a U.S. Bureau of Prisons Correctional Officer for his alleged involvement in bribery and providing contraband into the Metropolitan Detention Center (MDC) in Guaynabo, Puerto Rico. Early this morning, Rodriguez-Comanche, a 15 year veteran of the U.S. Bureau of Prisons, and resident of Bayamon , Puerto Rico was arrested, without incident, by FBI, OIG, and POPR law enforcement officers. The indictment alleges that Rodriguez-Comanche provided a cellular telephone to an inmate at MDC in exchange for money in the approximate amount of $2,500.00. Rodriguez-Comanche is charged with violation of Title 18, U.S. Code, Section 201 (b)(2)(A) & (C) (Bribery of Public Officials) and Title 18, U.S. Code, Section 1791 (a)(1) (Providing or Possessing Contraband in Prison). This case is being investigated by the FBI and OIG with the assistance and cooperation of the U.S. Bureau of Prisons. The case is being prosecuted by Assistant United States Attorney Lynn Doble-Salicrup. The public is reminded that an indictment contains only charges and is not evidence of any guilt. The defendant is presumed innocent and entitled to a fair trial. The U.S. government has the burden of proving guilt beyond a reasonable doubt. #### |
